Rate limiting, should it be global or specific to each service? That's the question.

Hey everyone, I'm trying to figure out the best way to do rate limiting. Our system is distributed, and I'm not sure if it's smarter to set limits globally, like at the edge proxy or API gateway, or if each microservice should just handle its own limits. What do you all think, and what have you seen work or not work?
