Rate limiting for microservices, a distributed challenge, right?

Hey everyone, I'm trying to get a handle on how to do effective rate limiting when you've got a bunch of microservices. It's not too bad on just one service, but what happens when requests jump between them? How do you stop one user from totally overloading everything? Are there standard ways or tools you use to handle this across the board? I'd love to hear what you've tried!
