how to handle rate limiting across distributed services, probs kinda tricky eh

Hey everyone, I'm working on a distributed system and we're running into some problems with rate limiting. Right now, each service has its own rate limiter, but that's not great because one user could potentially hit the total limit by hitting up different services. What are you guys doing for global rate limiting? Are you using a separate service, something built into your API gateway, or another approach? I'd really appreciate any tips on how to do this or what challenges to look out for!
