rate limiting apis, token bucket versus leaky bucket

Hey everyone, I'm setting up rate limiting for a new public API and wanted to get some thoughts on the best way to do it. I'm mostly trying to figure out the trade-offs between the Token Bucket algorithm and the Leaky Bucket. Token bucket looks like it handles bursts better, but leaky bucket keeps the downstream traffic more steady. Has anyone actually used these or other methods? What did you pick, and what was your reasoning?
